Who We Are
Both Barber Insurance Group and Biggs Insurance Agency are independent insurance agencies licensed in the state of Ohio as well as other states. With approximately 20 agents spread out across the state, the agencies work with almost two dozen different insurance carriers to ensure that clients receive a well-rounded explanation of benefits, and a plan that works best for the client as opposed to a carrier's best plan.
A heavy focus on education and relationship drives the agents at these two agencies. They hold frequent educational events at libraries, senior centers, community centers, restaurants, churches, and other local locations as it is their belief that a foundation in education will build the client-agent relationship, and most importantly, lead to a good choice in benefits and plans.
Dave Lehman
David M. Lehman comes from a military family, with 4 of the 5 boys in the family having served in either the Army or Navy. He is an Army veteran having served as a Sergent (E5) in the 1st Battalion Mechanized/41st Infantry Division. He graduated from Ohio University in 1975 with a bachelor's degree in Business Administration.
David has been a licensed health insurance professional for five years, specializing in the Veteran Market as that is where his lies.
"I am enrolled in Medicare, Social Security, and the VA medical system. I also have an additional private Medicare Insurance plan so I understand how to help Veterans navigate the possible choices to obtain the best coverage to compliment their VA coverage."
David and his wife Kathryn reside near Buckeye Lake where he is a member of Amvets Post #51. In his free time, he enjoys life with his grandchildren.
Philip Biggs
Born and raised in Southeastern Ohio, Philip Biggs is a proud Air Force veteran and former Staff Sergeant who served six years as a trained linguist. After his military service, he earned a Master’s Degree in Education and taught at a local career center. Today, Philip brings the same dedication, discipline, and passion for service to his work helping fellow veterans navigate Medicare. He is married to his high school sweetheart and is a proud father of three.
Jason Barber
Jason graduated from Mount Vernon Nazarene University in 2008 with a degree in Mathematics. He then taught high school math for more than 10 years. He became interested in the Medicare Market the last few years of his teaching career and thus began in the insurance world with TLC Insurance Group in 2018 while still teaching. He has, since then, opened up an agency and taken a full-time approach to educating people about Medicare.
Jason lives in Lithopolis, Ohio with his wife Allison, five children - Molly, Emily, Jeremy, Cameron, and Lily, and their dogs Brody and Bailey.

Tim Welsh
Tim Welsh is thrilled to be joining the Veterans Helping Veterans team. A native of Youngstown, Ohio, Tim has recently moved to the Dayton area to begin spreading roots and build a community. Tim is passionate about helping those who have served our country by providing them with honest and practical guidance through the world of medical coverage.
